Does the Timezone in which Chat logs(In Platform) are recorded in dynamically changes based on the location of the user who is accessing it?

No, it records from where the first message has been sent.
If you are downloading the data, when the chat transcripts are exported from the Metrics section it will be based on the bot timezone, if it is exported from Dataops it will be in UTC.
