Are we using different timestamps for Chat history api and message events table

Client will be using below api to fetch the chat history

In the api response,the timestamp i can see is UTC

Where as in the message event table in data explorer, the time timestamp i can see is the timezone(Australia/sydney) which i configured for the bot

Are we using different timestamps in these 2 places?
