[Notifications] - Will sending WA Notification in bot flow be chargeable to business?

In the Whatsapp bot flow, which is user initiated, at any point, if a push notification is sent to the customer, will the customer be charged for it?
Usecase: In the bot flow, after a couple of steps, we would like to send a push notification to the customer that has the link CTA (given the interactive buttons do not support the hyperlink).
In the event this is a user initiated bot flow, will the business be charged for the push notification?
